Connecticut election officials say Wallingford must conduct a recount after polling places ran out of ballots on Election Day. The town printed backup ballots that were supposed to be counted by hand. Instead, a moderator ran them through a vote scanner. Officials say the scanner counted them correctly but a hand count will double-check the results.
